How we rank a record
Two questions decide whether a record is worth your time: how close is it to the moment a lot changes hands, gets a budget, or goes out to bid, and is there one person who can say yes. A shopping center changing managers is close to that moment. A company being large is not.
One record is a lead. Two at the same address is an account. The Mashpee center showed up as a management assignment on the manager's own site; the Southbridge campus showed up as a patient traffic notice. Neither is anywhere a paving contractor would normally look.

A property changes hands or changes managers
New owner or new manager means the service contracts get looked at, usually in the first months. This is the class that produces the most reachable decision owners, because whoever takes the property on announces it themselves.

A campus publishes its own paving notice
Hospitals, colleges and schools have to warn people that lots are closing, so they post the phasing, the dates and the lots on their own websites. It is the clearest proof that an institution buys this work, and it points at the campuses that have not been done yet.

A renovation scope names the lot
Financed renovations publish a scope of work, and some of them name the parking lot outright. Read the start date before calling: if construction has begun, a general contractor usually holds the site work already.

A season to two years outWork that is real but not yet close. Worth a relationship now rather than a quote.
Multi-site operators adding locations
A chain putting stores into a state is building or reworking a lot at each one. The value here is knowing the schedule before the site work is bought, because at a new build the general contractor usually has it.

Refresh and rebuild programs
Fuel, convenience and grocery operators run rolling refresh programs across dozens of sites a year. They rarely say whether the forecourt and the lot are in scope, which is exactly the question worth asking.

Dated and publicPublic records with real deadlines. Slower to read, impossible to fake, and the class most contractors never work.
Municipal and institutional bids
COMMBUYS, the Central Register, town procurement pages, housing authorities and regional school districts all advertise paving, sealcoating, striping and snow work with a bid date and a named procurement contact. These are read on their own cadence rather than pulled from news.
Planning board and site plan filings
A new store or an expanded site files a site plan with the town, and the plan carries the parking layout and the drainage. The filing usually appears weeks after the press announcement, which is why an announcement alone is not yet an account.

What each account arrives with
- The company, the specific record that surfaced it, and a link to that record with its date
- The person who owns the property or facilities decision, with a work email checked that week
- The line to open with, and the claim to avoid so nothing is said that the record does not support
- What the record does not prove, including who else may hold the decision
Accounts whose moment has not arrived are timed, not sent. They come back when a dated record makes them useful.
